How We’re Getting Ready for New Government Rules in 2026

In October 2026, the Government is bringing in new rules for all social landlords around Competence and Conduct. The aim is simple: to make sure all staff and contractors who support tenants have the right skills, behave professionally, and provide a high‑quality service.

Here’s what we’re doing to get ready.

Learning From Best Practice
We’ve been taking part in training, conferences, and national groups to understand what the new rules mean and how to deliver the best possible service. We are also part of the Social Housing Stigma Campaign – Officer Forum, which helps us improve the way we work with tenants.

What the New Rules Include:

1. Qualifications for Senior Managers
Some senior staff will need a recognised qualification as set out in the new rules, which they will have three years to achieve it.

We’re already in a good position:

  • Over half of the staff who need these qualifications already have them or are working towards them.
  • A further 13% hold older qualifications which only require top‑ups
  • In April 2026, we’re putting a new training contract in place to support the remaining staff.

We expect everyone who needs the qualification to have it well before the deadline.

2. Skills and Behaviour for Everyone
This part applies to:

  • All N&H staff
  • Contractors
  • Volunteers
  • Anyone who provides services to tenants

Everyone must show the right skills, knowledge and behaviour when working with tenants.

We will also have clear policies explaining:

  • How we train and support staff
  • How we check staff performance
  • How we make sure standards stay high

Tenants will be able to see these policies and give feedback.

How We’re Preparing

Training and Awareness
We are running information sessions for all staff so they understand what the new standard means.

Learning & Development Steering Group
A senior group meets regularly to oversee training, make decisions and make sure we stay on track.

Mandatory Training
We are updating what training all staff must complete, including:

  • General training for everyone
  • Training for specific jobs
  • Extra training for specialist roles

A Learning Plan is updated each year based on staff development needs.

Values and Behaviours
We’re creating new Housing Values and Behaviours training for all N&H staff so we can offer a more consistent, respectful and professional service.

Working With Contractors
One of the areas we know is really important to tenants is making sure contractors (e.g., repair providers) also meet the new rules.
A new Policy is being developed setting out how we will ensure the new rules are adhered to by contractors.

Better Recording With Workday
A new system called Workday will help us keep better records of staff training and qualifications.
