Hull fly-tippers prosecuted and ordered to pay over £8,000

Hull City Council continues to warn residents to dispose of their waste legally to avoid facing enforcement action.       

The warning follows five recent fly-tipping prosecutions. These individuals were ordered to pay a combined total of £8,409 in fines and costs to the council.    

Each of the five individuals received financial penalties higher than the maximum £1,000 Fixed Penalty Notice (FPN), initially issued by the council for fly-tipping offences. 

Councillor Charles Quinn, cabinet portfolio holder for environment at Hull City Council, said: “Fly-tipping is a crime, and we do not tolerate it in Hull. It is unsightly, potentially harmful to human health and damaging to the environment.       

“The individuals prosecuted could have avoided court action by responding to our correspondence and paying the initial fine. Instead, legal action had to be pursued, while taxpayers footed the bill for clearing the illegally dumped waste – money which could have been spent on delivering other vital council services. 

“In some of these cases, a household waste and recycling centre was less than ten minutes away – this is just unacceptable. 

“We urge residents to dispose of their waste in the correct way using our accessible services, schemes, and household waste centres across the city. We also encourage residents to report those who do not dispose of their waste legally.”

Details of the successful prosecution cases are as follows:       

  • Mr Marc Adam Burnside of Estcourt Street, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in his absence of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, he was ordered to pay fines, costs and compensation totalling £1,675. This prosecution was brought in response to bulky items and bagged and loose household waste fly-tipped on Estcourt Street in December 2025. 
  • Miss Jade Louise Croft of Shakespeare Close, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in her absence of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,777. This prosecution was brought in response to wood, cardboard, loose and bulky household items fly-tipped on Leonard Street in November 2025. 
  • Mr David Doods of Stroud Crescent West, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in his absence of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, he was ordered to pay fines, costs and compensation totalling £1,777. This prosecution was brought in response to bagged and loose household waste in shopping trolleys deposited on Stroud Crescent Westin January 2026. 
  • Ms Casandra Argentina Sali of Adderbury Grove, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in her absence of an offence contrary to section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,682. This prosecution was brought in response to household waste fly-tipped on Adderbury Grove in March 2026. 
  • Miss Kinga Jarzabek of Sunny Grove, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in her absence of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,498. This prosecution was brought in response to bagged household waste fly-tipped on Sharp Street in December 2025.

The above named people also received criminal records in addition to paying the required fines, costs and compensation.
