Pre-Market Phase Begins for Lead Housing Delivery Partner

Hull City Council Invites Early Engagement following the publication of the Pre‑Market Document for Lead Housing Delivery Partner.

Hull City Council has reached another key milestone in its Housing Growth Programme with the publication of its Pre‑Market Engagement (PME) document and is strongly encouraging potential partners to review the information and express early interest.

Following the adoption of the Housing Growth Plan in 2025 and Cabinet approval of the Housing Growth Procurement Strategy, the Council is moving forward with plans to deliver 840 modern, sustainable council homes over the next five years. Work is already progressing on 214 of these homes across several active sites, demonstrating the Council’s ongoing commitment to high‑quality housing delivery.

The next phase—appointing a Lead Housing Delivery Partner—will be central to unlocking additional sites and accelerating the programme. This includes major development opportunities such as Pickering and Selworthy Close, where a strategic partner will play a pivotal role in shaping and delivering the next wave of new homes.

The Council is calling on developers and sector specialists to engage early by reading the PME document in full. Early feedback and expressions of interest will help inform the upcoming formal procurement process, ensuring the tender reflects both market insight and the Council’s ambitions.

How to Get Involved

  • Read the PME document to understand the opportunity, expectations, and scope of the programme.
  • Submit a response or expression of interest to signal early engagement ahead of the formal tender launch.
  • Prepare for the forthcoming procurement process, which will follow shortly.

For organisations looking to help shape and deliver one of the region’s most ambitious council-led housing programmes, now is the time to get involved.
