Hull City Council is asking residents of the city for five minutes of their time as it shares its proposals for a residential scheme at the rear of the St Stephen’s Shopping Centre.
A two-week public consultation will begin on Monday 28 April and seeks feedback on an exciting masterplan to transform the area and deliver much needed new homes.
Land to the rear of St Stephen’s is allocated for housing development in the Local Plan and is owned by the council.
In July 2023, the council approved plans to seek to bring forward around 200 properties on the site and explore development opportunities in the wider area.
Proposals include the construction of multi-storey city centre properties on currently unused land, creation of high-quality open space, and also explore the case for redevelopment of the empty south wing of Earle House.

Chris Jackson, director of regeneration at the council, said: “This scheme demonstrates the council’s commitment to high quality, sustainable city centre living.
“Gaining the public’s views on these proposals is vital to ensure that they fit in with the needs and requirements of our residents, so we appreciate people giving up their time to share their thoughts with us.”
The master planning is being funded through the council’s One Public Estate capital programme.
The public can provide their feedback for two weeks until Sunday 11 May on a dedicated website here.
Consultants Stantec will also be present at a stand in St Stephen’s Shopping Centre on both Monday 28 and Tuesday 29 April in the main thoroughfare, next to Krispy Kreme.
The proposals will also be included in Hull’s wider City Centre Vision which is currently being prepared, with consultation planned for May.
