People who are caught fly-tipping will be fined or prosecuted.

Hull man fined for fly-tipping

A Hull man has been fined £382 after fly-tipping a fridge on Cranbourne Street in November 2018.

Sylwester Cebula of Mayfield Street, Hull pleaded guilty to Hull Magistrates’ in regards to offences contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978 on 4 June.

Evidence was obtained by environmental enforcement officers that led back to Mr Cebula, with no record of a bulky item collection requested to the council before the fridge was dumped. Mr Cebula was initially offered a fixed penalty notice which was unpaid.

Hull City Council is continuing to warn residents to dispose of their waste responsibly to avoid a fine.

Councillor Rosie Nicola, Portfolio Holder for Environmental Services, said: “This successful prosecution demonstrates that we do not take fly-tipping lightly, and will prosecute those who carry out these offences.

“We encourage residents to always check with the Environment Agency before paying someone to dispose of their waste and ensure they are fully licensed.

“Not only is fly-tipping removal costly, but it also uses resources which could be supporting other essential council services.”

To ensure waste is not fly-tipped, residents should follow these guidelines:

  • Dispose and recycle household waste through regular kerbside collections
  • To dispose of unwanted bulky household items, call 01482 300300 or visit hull.gov.uk
  • All household waste and recycling sites remain open but only essential visits should be made and social distancing rules should be followed. Find more information at hull.gov.uk/bins-and-recycling/recycling/household-waste-recycling-centres
  • If you use a contractor, always ask to see a waste carrier’s licence and check them out with the Environment Agency by calling 08708 506506 or visiting https://environment.data.gov.uk/public-register/view/search-waste-carriers-brokers
  • Don’t pay cash and always ask for a receipt – if prices seems too good to be true, they probably are. If waste is subsequently found fly-tipped, the resident could be fined or face prosecution
