Hull City Council continues to warn residents to dispose of their waste legally to avoid a criminal record.
The warning follows eight recent fly-tipping prosecutions. These individuals were ordered to pay a combined total of £10,095 in fines and costs to the council and received criminal records.
Councillor Charles Quinn, cabinet portfolio holder for environment at Hull City Council, said: “Fly-tipping is a crime, and we do not tolerate it in Hull. It is unsightly, potentially harmful to human health and damaging to the environment.
“The individuals prosecuted could have avoided court action by responding to our correspondence and paying the initial fine. Instead, legal action had to be pursued, while taxpayers footed the bill for clearing the illegally dumped waste – money which could have been spent on delivering other vital council services.
“In some of these cases, a household waste and recycling centre was less than ten minutes away – this is just unacceptable.
“We urge residents to dispose of their waste in the correct way using our accessible services, schemes, and household waste centres across the city. We also encourage residents to report those who do not dispose of their waste legally.”
Details of the successful prosecution cases are as follows:
- Ms Kimberley Raines of Chesnut Avenue, Hull, failed to attend Hull Magistrates’ Court on Friday 5 June 2026 and in her absence was convicted of offences contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,579. This prosecution was brought in response to bulky household waste fly-tipped near Worthing Street in November 2025.
- Mr John Robert Biggs of Ashburn Grove, Hull, failed to attend Hull Magistrates’ Court on Friday 17 July 2026 and in his absence was convicted of two offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995 and issued with a 2 year Criminal Behaviour Order. Subsequently, he was ordered to pay fines, costs and compensation totalling £1,432. This prosecution was brought in response to bagged household waste fly-tipped on Spring Bank and Pulman Street in January 2026.
- Miss Floarea-Loredana Basceacea of Holland Street, Hull, failed to attend Hull Magistrates’ Court on Friday 17 July 2026 and in her absence was convicted of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £946. This prosecution was brought in response to waste fly-tipped on the public highway on Holland Street in December 2025.
- Ms Mariana Sedefa and Mr Matei Lorent both of Blenheim Street, Hull, failed to attend Hull Magistrates’ Court on Friday 17 July 2026 and in their absence were convicted of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, they were ordered to pay fines, costs and compensation totalling £3,204 combined. This prosecution was brought in response to waste fly-tipped on the public highway on Blenheim Street in January 2026.
- Miss Christine Carter of Rose Avenue, Hull, failed to attend Hull Magistrates’ Court on Friday 17 July 2026 and in her absence was convicted of two offences contrary to section 2 Refuse Disposal (Amenity) Act 1978.Subsequently, she was ordered to pay fines, costs and compensation totalling £678. This prosecution was brought in response to fly-tipping waste on a private property on Rose Avenue, Airlie Street, in February 2026.
- Ms Claudia Curte of Ferndale, Redcar Street, Hull, failed to attend Hull Magistrates’ Court on Friday 31 July 2026 and in her absence was convicted of an offence contrary to section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,190. This prosecution was brought in response to bagged and loose household waste fly-tipped on Redcar Street in January 2026.
- Miss Georgina-Cristina Popescu of Mayfield Street, Hull, failed to attend Hull Magistrates’ Court on Friday 31 July 2026 and in her absence was convicted of an offence contrary to section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,066. This prosecution was brought in response to bagged and loose household waste fly-tipped the public footpath on Mayfield Street in December 2025.
