Hull City Council is warning property owners and occupiers to maintain the cleanliness of their land, to avoid a criminal record.
This warning comes after eight property owners were fined a combined total of £16,182.22, as well as receiving criminal records, for failing to deal with the condition of their land.
In all cases, action was taken by Hull City Council’s environmental enforcement officers, in response to complaints from members of the public.
Councillor Charles Quinn, portfolio holder for environment, Hull City Council, said: “These successful prosecutions demonstrate that we do not take these offences lightly and that we will always listen and respond to complaints from the public about untidy land.
“Occupiers and property owners must take responsibility for any waste on their land as it blights neighbourhoods and is unfair on other residents. We will continue to ensure that there are consequences for failing to take responsibility.”
The details of the prosecutions are as follows:
- Mr Laurence Phillip Bird of Priory Road, Hull failed to attend Hull Magistrates’ Court on Friday 5 of June 2026 and was convicted in his absence of an offence contrary to section 216(6) Town and Country Planning Act 1990. Subsequently, he was ordered to pay fines and costs totalling £3,289. This prosecution was brought in response to complaints raised in October 2025 in relation to a private residential property on Priory Road.
- Mr Bryan Wilson of Inglemire Lane, Hull, failed to attend Hull Magistrates’ Court on Friday 5 of June 2026 and was convicted in his absence of an offence contrary to section 216(6) Town and Country Planning Act 1990 and section 48 Anti-Social Behaviour, Crime and Policing Act 2014. Subsequently, he was ordered to pay fines and costs totalling £2,700. This prosecution was brought in response to complaints raised in April 2025 in relation to a residential property on Laburnum Avenue.
- Mr John Mills of Pearson Park, Hull, failed to attend Hull Magistrates’ Court on Friday 5 of June 2026 and was convicted in his absence of an offence contrary to section 80(4) Environmental Protection Act 1990. Subsequently, he was ordered to pay fines and costs totalling £1,860. This prosecution was brought in response to complaints raised in August 2025 in relation to a private residential property on Pearson Park.
- Miss Amy Rebekah Murphy of 6th Avenue, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in her absence to an offence contrary of section 216(6) Town and Country Planning Act 1990. Subsequently, she was ordered to pay fines and costs totalling £2,282. This prosecution was brought in response to complaints raised in November 2025 in relation to her residential property on 6th Avenue.
- Miss Alexandra Levi Gallagher of Wold Road, Hull, failed to attend Hull Magistrates’ Court on Friday 3 July 2026 and was convicted in her absence of an offence contrary to section 216(6) Town and Country Planning Act 1990.Subsequently, she was ordered to pay fines and costs totalling £1,815. This prosecution was brought in response to complaints raised in October 2025 in relation to her residential property on Wold Road.
- Mr Stephen Beal of Florence Avenue, Cadogan Street, Hull, failed to attend Hull Magistrates’ Court on Friday 17 July 2026 and was convicted in his absence of an offence contrary to section 80(4) Environmental Protection Act 1990.Subsequently, he was ordered to pay fines and costs totalling £816.77. This prosecution was brought in response to complaints raised in January 2026 in relation to a private residential property on Florence Avenue, Cadogan Street.
- Miss Sophie Tuck of Ellerburn Avenue, Hull failed to attend Hull Magistrates’ Court on Friday 17 July 2026 and was convicted in her absence of an offence contrary to section 216(6) Town and Country Planning Act 1990. Subsequently, she was ordered to pay fines and costs totalling £1,149.95. This prosecution was brought in response to complaints raised in November 2025 in relation to her residential property on Ellerburn Avenue.
- A representative from UC Properties Ltd of Newland Avenue, Hull, failed to attend Hull Magistrates’ Court on Friday 31 July 2026 and were convicted in their absence of an offence contrary to section 80(4) Environmental Protection Act 1990. Subsequently, they were ordered to pay fines and costs totalling £2,269.50. This prosecution was brought in response to complaints raised in February 2026 in relation to a private residential property on Clough Road.
Hull City Council continues to urge residents to dispose of or recycle their household waste through approved services – including any of the city’s waste and recycling centres, household collection schemes, and bulky household collection services.
