Council to enforce yellow box junctions on Ferensway

In a bid to improve public transport reliability and ease congestion, Hull City Council will begin enforcing the yellow box junctions on Ferensway from Wednesday 13 May.  

In December 2024, following cabinet approval, the council was granted the powers to enforce moving traffic offences by the Government. These include blocking a box junction, banned right or left turns, going the wrong way in a one-way street, or driving where motor vehicles are prohibited. 

Since gaining these powers, the council has been preparing to exercise these powers for the first time, starting with enforcing the yellow box junctions on the route into the interchange from Brook Street, over Ferensway, into Margret Moxon Way (Hull Paragon Interchange).     

From Wednesday 1 April 2026, the council will issue warning notices for a period of six weeks. 

Live enforcement will then commence from Wednesday 13 May 2026. For the first six months, the first penalty charge notice (PCN) will be a warning notice only; any following contraventions will result in a £70 PCN. 

After the six-month period all contraventions will result in a £70 PCN. 

The results from the public consultation, which took place in 2023, confirmed support for the application of these powers, with 60 per cent of those who responded supporting enforcement at the yellow box junctions on Ferensway. 

Kerry Ryan, head of transport and traffic management at Hull City Council, said: “Enforcing these yellow box junctions will help keep traffic moving smoothly through one of the busiest parts of the city.  

“The consultation showed clear public backing for this enforcement. By reducing congestion, it improves safety for all road users and makes journey times more reliable – especially for buses travelling to and from the interchange.” 

Drivers should continue to obey all traffic signals and road markings. Yellow Box junctions are a shared power, under the Traffic Management Act with both Humberside Police and Hull City Council, therefore any infringement of moving traffic offences may be dealt with by enforcement. 

The council will consider introducing enforcement, alongside Humberside Police, in other areas where there are persistent violations.
