Hull City Council has confirmed that National Avenue and County Road North in west Hull will undergo major road and footpath improvements, with work scheduled to start later this month (March).
To ensure continuity, the scheme will be delivered by PBS Construction Limited, a family-owned, Hull-based company, that has recently completed the first two phases of the programme on Endike Lane and at the Cottingham Road and Hall Road roundabout.
As a key transport route in west Hull, this next part of the scheme on National Avenue and County Road North will include several major upgrades, such as:
- Road and footpath resurfacing
- Cycle lane improvements
- Traffic signal alterations to improve traffic flow
- The installation of new kerbs
- The widening of the existing pedestrian refuge island
- Installation of controlled crossing facilities
These improvements aim to reduce congestion and enhance safety for all road users, helping to keep Hull moving – particularly during peak travel times.
To minimise disruption, and to ensure the safety of the contractors and the public, the works will be carried out in three phases:
Phase 1 (Monday 30 March until Friday 24 April 2026): National Avenue, between the junction of County Road North and Bricknell Avenue, will be closed to all road users.
Phase 2 (Monday 6 April until Friday 24 April 2026): The footpath at the junction of County Road North and National Avenue will be closed to allow for resurfacing and reconstruction works. National Avenue will remain closed to all road users.
From, and including, Saturday 25 April until Sunday 3 May, the junction will be open as usual to road users, pedestrians, and cyclists.
Phase 3 (Monday 4 May until Friday 22 May 2026): Both road and footpath closures will be in place. During this phase, temporary traffic signals will be in place. However, the left turn onto County Road North from National Avenue will be closed. National Avenue itself will remain open, aside from this restricted turning movement.
Throughout all three phases, signed diversion routes will be in place for pedestrians and road users, where necessary.

Residents and businesses in the immediate area have been notified by letter, and ongoing communication will be provided by the council and PBS Construction regarding progress, or any changes to the proposed schedule.
Advanced notification signs will also be installed prior to the works starting on-site.
Councillor Mark Ieronimo, portfolio holder for transport and infrastructure at Hull City Council, said: “Residents in west Hull have already seen the benefits of the improvements on Endike Lane and at the Cottingham and Hall Road roundabout, and this next phase will build on that progress.
“National Avenue and County Road North are key routes which people rely on every single day, whether it’s getting children to school, travelling to work, or visiting friends and family.
“By improving this busy route, we aim to tackle wear and tear before it becomes a bigger problem, reducing the risk of accidents, and making journeys smoother and safer for everyone.
“We know that roadworks can be frustrating, especially on such key routes, and I want to thank residents and businesses for their patience and understanding.
“This work is all about supporting daily travel, ensuring safety, and keeping our city moving.”
