New character appraisal for Newland Park Conservation Area

Newland Park is the latest conservation area to be reevaluated after a new character appraisal and management plan (CAMP) was published.

Boundary amendments to remove modern properties which do not contribute towards the special interest of the conservation area have also been made.

Formal notification is currently taking place, whilst notification on the adoption of an Article 4 Direction has also been published.

In effect, this means that planning permission would be required to convert a front garden into an hardstanding area, such as creating car parking spaces.

Publishing this guidance will help to determine if alterations to properties or developments would be acceptable for Newland Park Conservation Area and will help make the decision-making process quicker.

The new CAMP and adoption proposals outline Hull City Council’s commitment to preserving each of the city’s 26 conservation areas and this is the first time Newland Park Conservation Area will have a CAMP in place.

A full public consultation, including direct letter writing, was conducted last autumn, whilst information was also provided by Newland Park Residents’ Association.

All residents will also receive a letter informing them of the recent updates and notifications.

Any objections to the confirmation of the Direction must be received by Thursday 31 July 2025 and, subject to review, the Direction will come into force, subject to confirmation by the council, in September 2025.

Cllr Paul Drake-Davis, the council’s portfolio holder for economic renewal, housing and organisational development, said: “Newland Park Conservation Area features an eclectic mix of buildings, back to the Victorian period and beyond.

“The new character appraisal and management plan will help to preserve this fantastic heritage.

“The council would like to thank for input provided by residents at the public consultations.”
