26 individuals who failed to pay fixed penalty notices for littering in Hull have received criminal records and been issued fines and costs totalling £8,191 – an average fine of £315 per person.
The council’s enforcement contractor, LA Support Limited, issued fixed penalties in the following locations:
- Victoria Square
- Pearson Park
- Beverley Road
- West Street
- Clough Road
- Ferensway
- Prospect Street
- Walker Street
- Jameson Street
- Ferensway
- Chanterlands Avenue
- Queen Dock Avenue
- Camden Street
- Posterngate
- Carr Lane
- Silver Street
- Newland Avenue
- Spring Bank
- Ryde Street
The above littering offences took place in July and August 2021 and, after individuals failed to pay the fixed penalty notice, their cases were heard by magistrates in February of this year resulting in prosecution.
Under Section 87 Environmental Protection Act 1990, it is an offence to throw down, drop or otherwise deposit and leave litter. It can include chewing gum, cigarettes and throwing items out of cars.
Councillor Rosie Nicola, portfolio holder for waste management, said:
“Despite residents being repeatedly asked to take their litter home or dispose of it responsibly, there are still individuals who think it’s acceptable to throw litter on the ground, and make our streets and neighbourhoods look unsightly.
“At Hull City Council we want to make it absolutely clear that we take littering very seriously. We urge individuals not to drop litter. If you do and you’re caught you will be fined, it’s as simple as that.
“I am extremely proud that Hull City Council is proactive in challenging those who litter and would like to extend my thanks to the Litter Wardens who patrol Hull streets and do such an effective job.”
Offences can result in a £100 fixed penalty, reduced to £80 if paid within the early payment period, or prosecution and a maximum fine of £2,500.
Anyone issued with a fixed penalty notice for littering should pay it to avoid a fine and criminal record.
