Hull fly-tippers prosecuted and ordered to pay over £8,000

Hull City Council continues to warn residents to dispose of their waste legally to avoid facing enforcement action.  

The warning follows nine recent fly-tipping prosecutions. These individuals were ordered to pay a combined total of £8,271 in fines and costs to the council.  

Councillor Charles Quinn, portfolio holder for environment, said: “Fly-tipping is a crime and we do not tolerate it in Hull. It is unsightly, potentially harmful to human health and damaging to the environment.  

“We urge residents to dispose of their waste in the correct way using our accessible services, schemes, and household waste centres across the city. We also encourage residents to report those who do not dispose of their waste legally.” 

Details of the successful prosecution cases are as follows:  

  • Ms Roua Marimar and Ms Gabi Florina Ivan, of Nicholson Street, Hull, both failed to attend Hull Magistrates’ Court on Friday 27 September and were convicted in their absence of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978. They were each ordered to pay fines and costs totalling £916. The prosecutions were brought in response to waste fly-tipped on Tunis Street, Hull. 
  • Miss Charmaine Spence of New Bridge Street, Hull, failed to attend Hull Magistrates’ Court and was convicted of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978. Subsequently, she was ordered to pay fines and costs totalling £990. This prosecution was brought in response to waste fly-tipped on Middleburg Street, Hull.

  • Mr. Ioan Andrei of De Grey Street, Hull, attended Hull Magistrates’ Court on Friday 27 September and was convicted of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978. Subsequently, he was ordered to pay fines and costs totalling £841. This prosecution was brought in response to waste fly-tipped on Rosamond Street, Hull.

  • Ms. Caitlyn Sweetman of Beverley Road, Hull, failed to attend Hull Magistrates’ Court on Friday 27 September and was convicted in her absence of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines and costs totalling £866. This prosecution was brought in response to waste fly-tipped on Aberdovey Close, Hull.

  • Mr John Robert Biggs of Ashburn Grove, Spring Bank West, Hull, failed to attend Hull Magistrates’ Court on Friday 27 September and was convicted in his absence of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978. Subsequently, he was ordered to pay fines and costs totalling £911. This prosecution was brought in response to waste fly-tipped on Spring Bank West,  Hull.     
  • Mr. Mateusz Sroka of Newtown Court, Hull, attended Hull Magistrates’ Court on Friday 27 September and was convicted of two offences, contrary to section 33(1)(a)(5) and (8) Environmental Protection Act 1990. Subsequently, he was ordered to pay fines and costs totalling £874. This prosecution was brought in response to waste fly-tipped on De Grey Street, Hull, on two occasions.  
  • Miss Larisa-Nicoleta Mihalache of Beverley Road, Hull, failed to attend Hull Magistrates’ Court on Friday 27 September and was convicted in her absence of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines and costs totalling £966. This prosecution was brought in response to waste fly-tipped on Beverley Road, Hull.

  • Miss Katie Louise Carr of Thirlmere Avenue, Wellsted Street, Hull, failed to attend Hull Magistrates’ Court Friday 30 of August and was convicted in her absence of an offence, contrary to section 2(1)(b) Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines and costs totalling £991. This prosecution was brought in response to waste fly-tipped on Wellsted Street, Hull.

The above named people also received criminal records in addition to paying the required fines and compensation.
