Hull City Council is once again urging dog owners to clean up after their animals, to avoid being fined or prosecuted.
The warning follows the recent prosecution of Miss Christine Carter of Rose Avenue, Airlie Street, who failed to attend Hull Magistrates’ Court on Friday 30 January 2026 and was convicted in her absence for failing to clean up after her dog.
Subsequently, she was ordered to pay a £220 fine, £85 victim surcharge and £189.75 in compensation costs to the council. She also received a criminal record.
The case was passed on to the council’s legal team after Miss Carter failed to pay a fixed penalty notice issued in relation to the dog fouling offence.
Councillor Charles Quinn, portfolio holder for environment, said: “Dog fouling is a nuisance and a disgusting blight on our neighbourhoods. There is absolutely no excuse for failing to clean up after your dog.
“This prosecution could have been easily avoided. We urge all dog owners dispose of their dog’s mess in one of our on-street litter bins, or if not nearby, to take home and dispose of the waste in the black household waste bin.”
As well as encouraging dog owners to clean up after their animals, the council is also urging residents to report all dog fouling incidents they witness, to help keep Hull clean and tidy.
Cllr Quinn added: “By working together, we can significantly reduce incidents of dog fouling and improve our city’s appearance.
“If you witness any person allowing dog fouling, or capture footage on your mobile, dash cam, video doorbell or CCTV, please report those responsible to us promptly.
“Additionally, if you have any information that can help us identify and locate those responsible for allowing dog fouling, please contact us in confidence.
“We would like to thank the majority of dog owners in Hull who are responsible, and our residents for their commitment to keeping our city clean and tidy.”

In response to complaints of dog fouling, the council’s enforcement contractor, LA Support Limited, regularly patrol ‘hotspot’ locations across the city to deter dog fouling and help identify perpetrators. The council also actively conduct educational work in these locations.
