Hull property occupier fined £600 for failing to dispose of household waste responsibly

Hull City Council is urging property owners and occupiers to dispose of household waste responsibly, to avoid facing a substantial fine, or prosecution.    

This warning comes after an occupier of a property in Hull was fined £600 last month (June) for failing to dispose of their waste legally.   

The incident was reported to the council’s environmental enforcement team after the waste was found and cleared by the streetcare and grounds team. 

Investigations revealed that the occupier of the home on Freightliner Road had handed their waste to another individual for disposal.  

Under Section 34(2A) of the Environmental Protection Act 1990, property owners and occupiers have a legal duty to ensure their waste is only transferred to authorised persons or registered waste carriers. Failure to do so can result in an unlimited fine, and or prosecution. 

Councillor Charles Quinn, portfolio holder for environment, said: “This case sends a clear message that we take these matters seriously. We will always act on reports of fly-tipping and take enforcement action where necessary. 

“Untidy land and irresponsible waste disposal blight our communities and are unfair to responsible residents. Property owners and occupiers must take responsibility for their waste – we will continue to ensure there are consequences for those who do not.”     

The council urges anyone using non-council services to collect and remove waste, to check that the persons are an authorised waste carrier. 

Residents are also strongly advised not to use unverified individuals or businesses offering waste clearance services, especially those advertising on social media or cold-calling.  

Always: 

  • Ask to see a valid waste carrier’s licence 
  • Request documentation detailing the waste transfer 
  • Keep records of who took the waste, including business name, vehicle registration, and contact details 
  • don’t pay cash and always ask for a receipt 
  • Don’t use anyone whose price is too good to be true 
  • Avoid using a service which is advertise on social media
